十六大提出繁荣农村经济，加快推进城镇化进程的战略目标中，小城镇是具有中国特色的城镇化道路的重要选择。
建设和发展小城镇，不仅是我国城市化道路的重要途径，更是解决农业、农村、农民这一事关中国现代化建设根本问题的重大战略举措。
“实施西部大开发和加快小镇建设，都是关系我国经济和社会发展的重大战略问题”。
当前，许多地区都在加大力度，加快小城镇建设步伐。
但是，在对发展小城镇的认识和实践上，也存在着一些误区和不容忽视的问题。
有的认为建设小城镇就是把农民变成市民，圈地、搞市政建设;也有的理解为发展小城镇就是“县改市”，“县改区”、“乡改镇”。
有的不从实际出发，盲目攀比，一哄而上，乱铺摊子，结果市场建起来了，却“有场无市”，造成资源浪费、空亏财力;
有的忽视调查研究，不重民意，不按经济规律办事，搞“政绩工程”、“形象工程”，结果决策失误，搞成“烂尾”工程;
有的仅靠动员行政力量，搞小城镇经济建设，忽视了市场机制的运作，结果成效不大;有的光顾眼前利益，单纯算经济帐，忽视经济、社会和环境的协调发展，
不注重社会效益、生态效益和长远利益，对小城镇的可持续发展造成隐患，等等。
这些问题解决不好，小城镇的发展就要走弯路，经济建设就要遭受损失。
因此，正确认识和把握城镇化发展战略的精神，理清建设和发展小城镇的思路，对小城镇的健康发展具有重要的现实意义。
一、加快发展农村小城镇建设的重要性。
改革开放以来，尤其是80年代中期伴随着乡镇企业的蓬勃发展，农村小城镇建设成为我国城镇化建设最具活力的组织部分和主导力量。
来，农村建制镇的数量扩大了近8倍，发展到了19060多个。
目前，我国的农村城镇化正处在加速发展时期。
农村小城镇是我国城镇体系中层次最低，数量最大的群体，它处于城市之尾，农村之首，起到连接城市经济和农村经济桥梁的作用。
它不仅可以通过减少农业人口，增加城镇人口的方式有效地解决工农两大产业间的利益失衡问题，还可以扩大农产品市场的空间范围，提高农民的相对和绝对收入水平。
因此，加快农村小城镇建设具有十分重要的意义 。
(一)加快发展农村小城镇建设，有利于促进我国城市化进程
中国未来城市的城市化发展道路，可能的选择方案将是走总体城市化与农村城市化共同推进的道路，
即在发展大中城市的同时，有计划地推行农村城市化，重点建设好一批县城镇和中心镇，使其逐步具有城市功能，成为总体城市化的组成部分。
显而易见，没有农村城市化，整体城市化将难以实现。
因此，加快农村小城镇建设既是整体城市化的重要组成部分，又是其重要推动力量。
(二)加快发展农村小城镇建设，有利于促进农村工业化的发展
乡镇企业尤其是乡镇工业为农村经济的发展做出了重大贡献。
但是问题也日益暴露出来。
乡镇企业规模小、布局分散，大部分分布在农村，不仅难以管理，而且无法实现相应的聚集效益。
通过小城镇的发展，使目前分散的部分工业企业积聚到小城镇，实现生产要素的合理流动和资源的最佳配置，促进乡镇企业上规模、上档次，加快发展步伐，走有中国特色的农村工业化道路。
同时，农村企业转变增长方式，走可持续发展的道路，是发展农村经济必须面对的重要问题。
发展小城镇可以加强对资源利用的规划管理，并实现资源优化配置和规模经营，有利于转变乡镇企业尤其是乡镇工业的经济增长方式。
(三)加快发展农村小城镇建设，可以有效地转移农业剩余劳动力，促进农业现代化进程
我国目前不仅有1亿多农业剩余劳动力等待转移，而且数量每年还在增加。
理论研究及客观实践已经证明依靠大中城市吸纳农村剩余劳动力的能力有限。
而乡镇企业由于正在发生增长方式的转变，其吸纳劳动力的能力呈下降趋势。
在这种情况下，大力发展农村小城镇，可以促进乡镇企业尤其是第三产业的发展，可以有效地转移剩余劳动力。
农村小城镇通过吸纳农业剩余劳动力，使土地相对集中，这为农业适度规模经营和提高劳动生产率创造了前提条件。
另外，农村非农产业的进一步发展可以为农业采用先进的、大型的农业机械设备提高机械化水平。
同时，小城镇建设为农村职业教育、科技推广应用创造了条件。
这将有利于农业生产、管理的科学化。
(四)加快发展农村小城镇建设，能够促进农村小康的早日实现
小康社会是一个综合性概念。
衡量小康社会的指标也是多方面的。
应包括社会结构、经济发展水平、人口素质、生活质量、社会分配结构、社会秩序等多方面的内容。
小城镇建设可以集中相当多的文化、教育、科技、卫生、体育、信息和服务事业。
这对于提高农村人口生活质量，促进乡村精神文明建设将会起到巨大的推动作用。
因此，农村小城镇建设不仅可以通过促进工业化、商品化而为农村实现小康提供物质基础，
而且也可以推动农村精神文明建设，提高农民生活质量，从而推动农村小康的全面实现。
二、加快发展农村小城镇建设,促进农村经济发展的措施
建设和发展小城镇是一项艰巨、复杂的系统工程。
农村小城镇在农村经济发展具有多项功能，是当前和今后较长时期农村改革和发展的重要任务。
如何建设和发展小城镇是十分值得重视和研究的问题。
所以，要搞好农村小城镇建设必须采取以下措施：
(一)解放思想，树立发展是富民建镇的第一要务
中国发展小城镇有许多有利条件，也有许多不利因素，最大的不利因素，还是思想解放不够，改革力度不大，措施办法不多。
要以十六大精神为指导，大胆解放思想，不断深化改革。
当前，加快发展小城镇建设,必须提高以下几种认识：一是始终坚持发展是富民兴镇的第一要务。
积极引导干部、群众认识生产力，掌握资本;挖掘生产力，积攒资本;发展生产力，增加资本;扩大开放，引进资本。
要积极引导农民进镇做工、经商、办企业。
一切以发展辨是非，以发展评得失，以发展论英雄。
二是不搞争论，大胆改革，大胆实践，锐意进取。
学习先进经验，“先干不争论，先试后评论，先做再议论”，弘扬“敢闯敢试，敢为人先，勇于创业”的精神。
面对矛盾不回避，面对改革不动摇，面对议论不争论，允许试，允许闯，争取时间发展，让实践作结论。
坚持正确的，完善不足的，引导扭曲的，改革错误的，宽容失误的。
真正做到创新不跟风，争先不争论，依靠不依赖，引导不误导，使大家立足镇情心系群众，开拓创新，大胆实践，把思想集中到发展上来，把精力用到改革上去，招商引资放手发展私营个体经济。
三是给农民以国民待遇。
对一些小城镇的户口一律放开，只要有固定住所、稳定工作和固定收入的都可以在城镇人户、就业、入学、劳动保障等，对进城农民一视同仁。
四是一切坚持“三个有利于”。
在农村解放思想的落脚点是加快发展，促进农民致富，促进小城镇建设。
解放思想的具体行动则表现为一切坚持“三个有利于”为标准，即有利于生产力的发展，有利于人民群众的富裕，有利于城镇经济实力的不断增强。
坚持千政策、万政策，引导群众致富就是好政策;大干部、小干部，领导群众致富就是好干部。
有了这样的理念，就有了定位的标杆、做事的标准、干事的标尺，解放思想就有形化、具体化了，经济发展、小城镇建设就有了思想基础。
(二)用科学规划作为发展小城镇的奠基工程
小城镇的发展不能靠搞运动和行政命令，要依靠市场机制的作用，农民进小城镇要靠市场吸引。
但是，小城镇不是完全自发能够形成的，特别是宏观布局上要有控制，城镇建设上要有规划。
小城镇规划要体现高起点、可持续。
高起点、可持续的规划可以使城镇健康有序地发展，而目光短浅的规划会给老百姓和社会留下无尽的遗憾和痛苦。
所以，在编制和完善城镇发展规划中，首先，要提高规划的科学性。
从根本上说城镇化水平是由经济发展水平决定的，没有农业经济和工业经济的发展，以及市场流通的活跃，就不可能有农村城镇化。
同时，城镇发展还受人口、资源、地理环境等自然条件的制约。
因此，发展小城镇，要有合理的布局和分工，重点发展有潜力的县城和县域中基础好、发展潜力大的中心镇。
要按照市场经济的需求，因地制宜，因势利导，立足优势，突出特色，规模适度，注重实效，科学确定小城镇的经济布局和市场定位，走集约式城镇化道路。
城镇规划应同本地区经济社会发展战略及长期规划相衔接，以使小城镇成为联接广大小集镇、农村与大中小城市的纽带，形成较强的推动经济发展的聚集效应和扩散效应。
其次，要注重规划的超前性、协调性。
城镇建设规划关系农村现代化的百年大计，必须面向未来，面向现代化，要体现地方特色，突出时代感和文化底蕴，有适度的超前性。
要以可持续发展思想为指针，坚持高起点、高标准，统一规划，适度超前;同时，又要全面协调、合理布局、抓住重点、量力而行，分步实施。
其中包括经济、社会、生态环境的协调，各产业发展与基础设施的协调，城镇功能的健全、规模适度、空间的合理分布、以及物质文明和精神文明的协调等。
第三，要加强规划的指导性、可操作性。
制定规划要以“农村工业化，农业现代化，农村城镇化、城乡一体化”作为基本发展目标，建立完善的规划编制与实施的管理制度，健全规划成果的专家审查制度，
制定保证规划得以实行的措施和法规，确保规划具有科学性和可行性，并综合运用经济、法律和行政手段，严格依规建设，有序发展。
使小城镇建设适应城市化和社会化大生产及现代生活的要求，迈上新台阶。
第四，要体现特色和精品意识。
特色是小城镇可持续发展的动力。
纵观城镇发展的历史，越是有特色的城镇，知名度越高，发展越快。
小城镇建设必须增强精品意识，追求自己的时代特色和地方风格，构筑自己的鲜明特色和品位，形成独特的吸引力，不要盲目模仿大城市，贪大求全，面面俱到。
如果每个乡镇都是一张面孔，千篇 一律，那么就会出现“走了一村又一村，村村像城镇;走了一镇又一镇，城镇像农村”的状况，整个小城镇体系将失去生机和活力。
所以，各个乡镇要根据本地资源条件、自然景观、乡风民俗、经济发展水平、历史人文背景、区位特征等进行创新性的开发，扬长避短，发掘特色，
培植特色，科学定位，体现个性，做到以特见长、以精取胜、宜工则工、宜农则农、宜商则商、宜旅游则旅游，实行各具特色的工业兴镇、农业产业化兴镇、旅游兴镇、商贸兴镇、历史文化名地兴镇。
(三)以合理布局、突出特色为发展小城镇的根本错施
发展小城镇，首先遇到的是城镇布局问题，即城往哪里建?我认为：一是根据区位优势来布局。
在大城市周边地区，要按照产业和人口的合理分布，适当发展一批卫星城镇。
在沿海发达地区，要适应经济发展较快的要求，完善城镇功能，提高城镇建设水平，更多地吸纳农村人口。

一、提前做好求职准备。
如果你想要得到进一步的面试机会，那么你就必须让自己充分准备好。事先花些时间，来了解想要应聘的企业的状况，准备好需要用到的求职材料，并预先想好几个可能会被问到的问题，做好解答的准备。毕竟，机会总是垂青有准备的人。
二、准备具有针对性的简历。
很多毕业生可能都只准备了一份简历，然后“撒网捕鱼”。或许在网申或者海投的时候，这个还是可行的方法，但是面对校园招聘，这就不是良策。最好的方法是，根据所想要应聘的不同岗位，做出几份不同的具有岗位针对性的简历，最好写明自己的求职意向，这样才能提高自己的竞争力。
三、安排好主次顺序。
