With great regret I am afraid I will be unable to go to clemson this all. To tell the truth, I have another offer from Dept. of Chem. Eng of MSU which has admitted me into their Ph.D program. This idea never comes to mymind that I am admitted as a Master student, although I am very clear that you will consider me as a Ph.d student and it is only based on the policy ofgraduate school of clemson. But I am really worried that I will meet problems

Most of them suggested that I choose MSU instead because it would have not been a hinderance when applying for visa. I know it will causeyou inconvience because I change my mind, but I wish you could undstand my delimma and forgive my behavior.
I really enjoy our contacts and like your research work very much. I even declined the offer from uml three weeks ago since I think I definitely will go to clemson at that time before I received the admission letter. Your are clearly an outstanding advisor and your research work is very promising. It is really a pity that I can not join you this fall. It is not easy for me to write this email. It is you who give me so much help and suggestion on my application and give me confidence in studying and conducting research in USA. And I really very grateful to your help and consideration on my application. If I have chance to meet you in USA, I will always regard you as my mentor. I wish we could keep in touch in order that I could consult you with academic problems after I go to USA.
Although it has been beyond Apr.15, I know the earlier I tell you my new decision, the less trouble I cause to you. If necessary, I will forward you a written letter to you asking for release of TA offer and also say sorry to all the people who expeceted me. If you temporilly don't have approprite candidates for this TA offer, you may consider Mr. ***, who told me that he also applied for clemson but for dept. of chem. eng. 。一般来说，毕业生并且语言达到学校专业要求的都是拿到unconditionaloffer(无条件录取通知书)，这个时候确认没有其他的附件条件即可;如果是在读学生拿到的都是conditionaloffer(有条件录取通知书)，这也是多数学生都会拿到的offer种类，此时，应该好好的确认英国大学给出的条件自己在毕业前能否达到，有没有潜在的风险会导致自己达不到校方开出的条件不能入学等等。
2.确认是否缴纳押金：再次确认大学offer给自己的专业是自己希望去就读的专业，并且按照offer要求回复的日期确认接受或者不接受这个offer(很多英国大学会要求缴纳一定数额的押金，必须在院校规定的日期前按照大学要求的方法缴纳;此外，这个押金一旦缴纳，很多大学都是不予退还的)，
3.担保金是否充裕：确认好自己就读的专业学费和其他杂费的情况，是否有奖学金，了解院校基本的`住宿费用的基本情况，算出自己留学的全部成本。初步了解家里或自己留学的担保金是否充足，如果不够的话，可以考虑增加部分资金预算或调换其他费用较低的院校。

A tender offer is a broad solicitation by a company or a third party to purchase a substantial percentage of a companys Section 12 registered equity shares or units for a limited period of time. The offer is at a fixed price, usually at a premium over the current market price, and is customarily contingent on shareholders tendering a fixed number of their shares or units. Under the Securities Exchange Act of 1934, parties who will own more than five percent of a class of the companys securities after making a tender offer for securities registered under the Exchange Act must file a Schedule TO with the SEC. The SEC also requires any person acquiring more than five percent of a voting class of a companys Section 12 registered equity securities directly or by tender offer to file a Schedule 13D.
The filings required by Section 14(d) of the Exchange Act and Regulation 14D provide information to the public about persons other than the company who make a tender offer. The company that is the subject of the takeover must file with the SEC its response to the tender offer on Schedule 14D-9. The rules also set time limits for the tender offer and provide other protections to shareholders. When a public company makes a tender offer for a class of its own equity securities, it similarly must file a Schedule TO and may also need to file a Schedule 13E-3.
