随着我国经济对外开放程度的加深,大量跨国公司涌入中国,同时我国本土企业、金融、保险、通信以及中介服务行业也迅速发展,这客观上刺激了我国写字楼行业的发展。当前,我国写字楼行业已经发展到第四代和第五代,写字楼对绿色环保、生态以及智能化的要求越来越高。同时随着写字楼功能越来越丰富,相应的写字楼物业管理内容越来越多,对管理水平的要求也越来越高。写字楼物业管理作为写字楼的开发附属行业在整个物业管理行业中占据着越来越大的比重,其管理的水平与写字楼开发商、业主以及物业公司三方的利益息息相关。因此,建立一套科学有效的写字楼物业管理服务质量评价体系对于提升写字楼物业管理服务水平,更好地维护三方利益具有至关重要的作用[1]。

目前在我国写字楼物业管理服务中,服务的基本内容根据写字楼的规模、业主性质以及写字楼的具体区位条件等差异而有所不同。从整体上来说,写字楼物业管理服务的基本内容主要包括常规性公共服务、委托性特约服务以及针对性专门服务3个方面。常规性公共服务内容包括写字楼房屋设备与设施管理、写字楼建筑主体管理和住宅装修日常监督、写字楼建筑卫生和绿化管理、与公安和消防有关的写字楼区域安全管理和公共秩序的维护、辖区内的车辆道路管理和其他公众代办性质的服务[2]。针对性专项服务内容包括商业类和日常生活类服务、金融与社会福利类服务、文化、卫生、教育、体育类服务以及各种经纪代理中介服务。委托性特约服务内容是对针对性专项服务的补充和拓展。在坚持以人为本的服务理念基础上,根据上述两种服务类型的项目与内容,采取多样化的服务机制与经营方式,从项目和内容上进行广度和深度的拓展。

1)体系构建原则。首先是独立性原则。独立性原则指的是在体系构建过程中,各个指标既要充分反映系统的总体特征,同时又能避免重复。指标体系要做到层次分明,简单明了,处于同一平面的指标应该要相互独立,不要加入太多的信息内容而使指标的内涵重叠,从而易于区分。要围绕综合评价目的来构建整体评价指标体系,形成一个层次分明的指标体系,确保评价结论能够最终反映评价意图。其次是全面性原则。写字楼物业管理服务是一个涉及多个主体和部门的系统性工作,因此,构建的服务质量评价体系要做到能够充分反映服务参与者方方面面的情况,根据服务质量评价指标体系制定的服务质量调查表要能够全面、客观、准确地反映业主对服务的需求信息。同时在选取指标时,要能够根据写字楼提供的服务性质、内容以及具体的区域位置等进行指标变换。第三是目标导向原则。笔者认为,就写字楼行业管理服务的质量评价而言,评价的目的既不是为了评价而评价,也不是为了给相关企业的服务质量进行简单的排序,而是要通过评价对相关物业公司进行监督和激励,促进其提升自身物业管理水平,引导其往正确健康的轨道上发展。因此,服务质量评价体系构建中,要根据评价的任务和目的合理构建指标体系。

2)原始指标体系。对于写字楼物业管理服务质量评价指标体系的构建,不同学者提出了不同的观点,提出了不同侧重点的指标体系。在参考学者们的观点后,结合自身在写字楼物业管理行业多年的从业经验,笔者认为,写字楼物业管理作为一个体系主要包括基础服务、特色服务以及特约服务等诸多的子系统,在构建质量评价体系的指标时,要注重层次性和全面性,写字楼物业管理服务质量评价指标体系基本构成见第39页表1。

3)指标体系的筛选。在开展质量评价时,原始指标体系并不是一成不变的,而是根据实际的情况对原始指标进行合理筛选。通常来说,会根据相关客户调查对指标进行选择,再根据指标进行质量模型构建,开展质量评价,以确保评价结论与客户的实际需求最大限度地吻合。例如某写字楼的物业管理服务体系,首先应根据该写字楼的实际情况,形成新的指标体系,然后进行服务质量评价。新的指标体系有25个指标,这些新的指标在筛选出来以后,进入到下一环节的指标优化中,形成质量评价的最终指标。

4结束语

写字楼物业管理服务质量评价是将现代管理质量评价方式运用到写字楼物业管理评价中的全新尝试。在当前写字楼行业迅速发展及其物业管理服务水平整体有待提高的背景下,将管理质量评价理念引入其中,可以为写字楼物业管理公司、业主以及相关监督主管部门找到一个可以接受的平衡点[4]。通过建立质量评价体系,对物业公司的管理服务进行客观的评价,物业公司可以根据评价结果改进自身管理服务,提升服务质量。业主可以根据评价结果评估自身对物业公司的要求,提出针对性的意见。而相关的写字楼物业管理监督管理部门则可以根据评价结果客观准确地预测整个行业服务质量状况,针对性地制定相关法律法规和政策,促进行业服务质量的整体提升。
